I don't remember Joe Paterno saying no.
The ACC never approached Joe Paterno at the time he was considering a move. First of all, 30 years ago there was a much bigger cultural divide between Northern and Southern than there is today. He wouldn't have entertained joining a Southern Conference. Second of all, Penn State is a football school, and 30 years ago the ACC was a Basketball Conference. He entertained joining the Big East, which also was a basketball conference, but it was at least Northern.
The Big Ten has always been known as a football conference. So I don't think he would have entertained the ACC 30 years ago. Now the ACC has worked hard over those 30 years becoming a P5 football conference starting with adding Florida State. But we weren't when Penn State joined the Big Ten.
